An error occurs while filling out a form: “Error [timeout]. Please, try again later.” Why?

A user may experience this error when filling out a form several times in a row in a short period of time without passing the "I'm not a robot" test (CAPTCHA). In this case, the IP address of the user is blocked for 24 hours.
